Marine Technical Advisor to join our dynamic team. This role plays a critical part in ensuring marine operations are conducted safely, efficiently, and in compliance with both internal standards and international regulations. The successful candidate will act as a key technical expert on all marine-related matters and work closely with ship owners, charterers, and internal stakeholders. Assist in performing Support Vessel Inspections in accordance with HRC Marine Assurance Guidelines. Ensure all vessels operate in compliance with the minimum standards required by HRC before engaging in any HRC business. Submit effective and timely inspection reports, close out all inspection reports, evaluate all responses from ship owners, and manage the database of all inspected vessels. Liaise effectively with ship owners regarding vessel movements and arrange logistics for vessel inspections. Conduct inspections without interfering with vessel operations and in compliance with terminal/port regulations. Ensure that inspections do not cause any delays to vessels or their operations and recommend vessels deemed suitable for HRC business. Coordinate marine activities and processes with schedulers to ensure the safe, reliable, and efficient turnaround of chartered tankers, while complying with the highest statutory and safety standards. Conduct additional inspections of tankers, barges, and crafts involved in jetty and SBM maintenance. Deliver professional marine technical support as outlined in the Service Level Agreements, including controlled operations at loading/discharge ports with a focus on safety and loss mitigation from cargo contamination or transit losses. Act as the Company’s onsite representative in the event of an incident or casualty, coordinating and facilitating all related tasks through to resolution. Conduct investigations into incidents and disseminate key lessons learned to all relevant parties. Promote the Company’s HSSE Policy and ensure all activities are carried out in full compliance with safe practices and procedures. Provide training and facilitate ship/shore interface discussions on marine issues. Promote marine shipping safety to ship owners and business units by organizing regular Marine HSSE Meetings and Management Reviews. Provide guidance on current and emerging legislative and corporate requirements related to marine matters and development. Ensure safe and efficient piloting and mooring of coastal vessels and crude tankers at HRC Samudera Jetty and the SBM. Ensure demurrage is managed professionally and within established targets. Process or challenge received demurrage claims efficiently and initiate timely recoveries against third-party terminals. Provide marine oil spill advice and support pollution control efforts. Maintain procedures and documentation in compliance with ISO requirements. Class 1 Master Mariner – Unlimited Voyage (Foreign-Going) Certificate of Competency, with a minimum of 2 years of sea time served in a Senior Officer (Management) capacity, and a minimum total of 5 years of sea time on board tankers as an Officer. Bachelor’s degree in Marine Engineering, Nautical Science, or related discipline. Minimum of 8–10 years of relevant experience in marine operations or shipping, preferably in the oil and gas industry. Excellent communication, analytical, and coordination skills. Strong commitment to HSSE standards and operational excellence. Knowledge of vessel and terminal inspections is an added advantage. Sea and harbour pilotage skills will be an advantage. Capable of providing leadership and technical support across various aspects of shipboard and terminal operations, including cargo handling, people management, commercial matters related to Charter Parties, marine regulations, accident investigations, claims, and Management Reviews. Solid understanding of the company's HSSE requirements, prioritization of initiatives, hydrocarbon product transportation and supply, cost control, and refinery economics. Possess strong analytical skills and experience in budget management. Ability to develop and maintain strong industrial relationships with Port Authorities, the Marine Department, Government Agencies, the International Maritime Bureau, and other stakeholders. Knowledge of crisis management and emergency response protocols. Familiarity with ISO systems and their implementation.
